The team
The core function of the Programs and Strategy team is to:
  • Develop programs and strategies for the Foundation
  • Actively manage the Foundation-funded grants (“the grants” from herein) with deep engagement with grantees in order to generate strategic insights to guide portfolio development
  • Analyze the anticipated impact of the funded programs (e.g. Product Development, Evidence Generation and Training in Biomanufacturing) and mitigate risks to impact  
  • Catalyze international partnership for grantees by hosting strategic forums
Position Summary
The Senior Program Officer (SPO) or Program Officer (PO) will have the primary responsibility to actively manage a portfolio of grants that includes but not limited to the Product Development Awards. This role will require the ability to understand the proposals focused on the research and development of vaccines, diagnostic platforms and therapeutics to prevent and control infectious diseases that have a disproportionate impact in the low- and middle-income countries. In addition to the technical understanding of the proposals, the role will require the ability to see the “big picture” to develop a high-impact portfolio to achieve the Foundation’s mission. The SPO will be expected to collaborate closely with the Investment Portfolio Management team who will lead the proposal selection process and ensure compliance of the grant management with the Foundation’s Investment Standard Operating Procedure.
Responsibilities
The SPO or PO will:
  • Provide technical insights on the programmatic content of the proposals during the proposal selection process and the engagement with the Foundation’s external technical reviewers 
  • Actively manage the grants via structured engagement with the grantees 
  • Synthesize and communicate summaries of progress of the Foundation grants for internal and external communication
  • Engage in a thought partnership with the grantees to estimate the impact and potential risks to achieving impact
  • Conduct high quality analysis of the anticipated impact and risks of the grants
  • If needed, support the CSO in developing the Request for Proposals up to three times a year to develop a high-impact portfolio of grants that are aligned with the mission of the Foundation
  • If desired or needed, lead or support the CSO in conducting proposal orientation sessions to the applicants 
  • Support the CSO in developing and organizing strategic forums (e.g. partnership development forum) 
  • If requested, serve as a mentor for the Program Officers and Program Associates in the grant management and grantee engagement
Core Skills
  • Commitment to the Fund’s mission 
  • Ability to critically review the Foundation’s grants and their progress in three programs: Product Development, Evidence Generation and Training in Biomanufacturing 
  • Excellent project management and communication skills (i.e. oral and written communication in English and Korean)
  • Excellence in synthesizing and communicating technical information towards strategic decision-making
  • Understanding of healthcare R&D, product development and regulatory approval process is highly desirable
  • Ability to learn new content quickly, identify connections and second-order implications 
  • Excellent listening skills to collaborate with other teams effectively 
  • Ability to collaborate effectively with grantees, with sensitivity across barriers such as language, culture, and distance
  • Fluency in English or Korean and proficiency in the other
  • A sense of humour
Education & Experience
  • A PhD with at least 2 years of post-PhD level work experience, or an MD with at least 4 years of clinical or research experience in life science or biomedical engineering 
  • Experience in conducting or overseeing in health R&D (clinical development, Chemistry, Manufacturing, Controls, regulatory approval), translational research, or biomedical research, or clinical development of vaccines, diagnostics or therapeutics is highly desirable.
